Claims

Kalli Savell, individually and as representative of the Estate of Ezekiel Savell, alleges Galveston Police Department Officer Bryan Pham used deadly excessive force in violation of the Fourth Amendment when he shot and killed Ezekiel Savell during a March 2, 2024 mental-health crisis response at Savell's residence. The complaint alleges officers knew Savell was experiencing schizophrenia, had discussed a containment plan, and that Pham abandoned that plan, advanced toward the apartment, and precipitated the confrontation that led to six shots being fired. The suit also asserts deliberate indifference to serious medical needs, Monell claims against the City of Galveston and Galveston Police Department, and Texas wrongful-death claims.
